§ 2-57. Expenditures, purchases and bids.

  • No expenditures in any fund shall be legal or proper unless appropriations adequate to meet that expenditure have been made in the budget or monies are available and a budget amendment is appropriate. Purchases shall be made only after bona fide competitive bidding, and bids shall be awarded to the lowest and best bidder. Purchases in excess of twenty-five thousand dollars ($25,000.00) will require a minimum of three (3) bids, if possible. Bids will be submitted to appropriate committee for recommendation to council. Port Wentworth businesses, where applicable, will be notified of the opportunity to bid.

    For public works construction projects in excess of one hundred thousand dollars ($100,000.00), the city will follow O.C.G.A. § 36-91-1 et seq.

    The requirements of O.C.G.A. § 36-91-1 et seq. shall not apply to public works construction projects necessitated by an emergency, or requirements of this section 2-57 shall not apply to expenditures necessitated by an emergency, provided that the nature of the emergency shall be described in the minutes of the meeting of the governing authority where such action or contract is ratified.
