§ 39. Limit.

  • The mayor and council of said city shall have full power and authority for the purpose of raising revenue for the support and maintenance of said city government, to provide by ordinance for the assessment, levy and collection of an ad valorem tax on all real and personal property within the corporate limits of said city, not exceeding twenty-five (25) mills on each dollar of the valuation thereof.
