§ 19.1-4. Application information.

  • Applications for sign permits required by this article shall be filed with the city clerk by the sign owner or the owner's agent on forms approved by the city administrator. The application shall describe and set forth the following:

    (a)

    The type of sign to be erected, the area of the sign, the height of the sign, the shape of the sign, and an explanation of how the sign is to be mounted or erected.

    (b)

    The value of the sign. For the purpose of this section, "value" shall include the cost of construction of the sign and structure, plus the cost of materials, including the cost of the structure of the sign.

    (c)

    A survey/map to scale showing the street address and property identification number. ("PIN") of the property upon which the subject sign is to be located, the proposed location of the subject sign on the subject property, the distance of the proposed sign from the subject property's boundaries and all existing structures or buildings on the subject property. For billboard sign applications, the following additional requirements shall apply: (1) the survey/map shall also show the geographic coordinates (latitude/longitude) of the subject sign's proposed location; (2) the survey/map is to be provided to the city in a digital format (AutoCAD) and included as part of the submitted application. The digital survey/map should be in a projected coordinate system (preferably State Plane Coordinate System, North American Datum (NAD) 83 Georgia East. Any application failing to submit the digital survey will be considered incomplete by the city and will not be reviewed or considered until all relevant files are received.

    (d)

    For billboard sign applications, a survey to scale showing the proposed location of the subject billboard sign and the location(s) of all existing billboard signs within two thousand (2,000) feet of the proposed location of the subject sign; provided that for animated billboard sign applications, the survey shall show, in addition to all existing billboard signs within two thousand (2,000) feet of the proposed location of the sign, all animated billboard signs within five thousand (5,000) feet of the proposed location of the sign.

    (e)

    The aggregate area of all signs located on the property on which the subject sign is to be located. The information provided shall include signs which have been permitted but not constructed.

    (f)

    The square foot area per sign and the aggregate square foot area if there is more than one (1) sign face.

    (g)

    Sign details, including a scaled elevation of the size and height of the proposed sign from ground level and adjacent street level and proposed color scheme of sign.

    (h)

    The name of the road and direction of travel from which the sign(s) can be seen.

    (i)

    The distance of the sign from the closest adjacent sign in either direction.

    (j)

    The name(s) and address(es), of the owner(s) of the real property upon which the subject sign is to be located.

    (k)

    Written consent of the owner of the property, or his/her agent granting permission for the placement, maintenance, size and height of the subject sign to be placed on the property.

    (l)

    The size of the parcel on which the sign is to be placed.

    (m)

    For wall signs: Two (2) sets of building elevations.

    (n)

    The name, address, telephone number and business license number of the sign contractor.

    (o)

    If the sign is electrical, an electrical permit and the name, address, telephone number and business license number of the electrician.

    (p)

    For all signs with a sign area sixteen (16) square feet or larger, or signs ten (10) feet in height or greater, a construction plan certified and stamped by a Georgia registered professional engineer showing compliance with the International Building Code. Said plan shall include, but not be limited to, items required in Chapter 1 and Appendix H, Section H105 of the International Building Code, and show all structural supports.

    (q)

    For all signs with a sign area fifty (50) square feet or larger a photographic simulation or sketch rendering of the sign.

    (r)

    The zoning district in which the subject property is located and a statement whether all requirements of the zoning district have been complied with.

    (s)

    The character area, as identified on the future development strategy land use map, adopted by the mayor and council of the City of Port Wentworth on October 23, 2008, and as amended thereafter, of the property on which the sign is to be located.
