§ 13-3. Trucks carrying hazardous substances.

  • (a)

    It shall be unlawful for any tank or tanker or other like truck used for the transportation of hazardous or highly flammable substances, be they solid, liquid or gas, to be parked or stopped at any time on any street or right-of-way thereof in the city unless such vehicle is in the charge of an awake and immediately present attendant at all times.

    (b)

    Substances presenting such a hazard include gasoline, kerosene, and other flammable liquids, liquefied petroleum gases; welding and other gases; dry-cleaning fluids; anhydrous ammonia; and other gases, liquids, or solids of a highly flammable or hazardous nature. "Hazardous material" means and includes radioactive materials, liquefied natural gas (LNG) and polychlorinated biphenyl (PCB), and any other material which, because of its quantity, concentration, or physical, chemical or infectious characteristics, may cause or significantly contribute to an increase in mortality or an increase in serious, irreversible or incapacitating reversible illness, and pose a substantial present or potential hazard to human health or to the environment when improperly treated, stored, transported, disposed of or otherwise managed.
